TRAFFIC CONTROLLER SIGNALS: WHAT THEY MEAN

Due to russian missile attacks on Ukraine’s critical infrastructure, the situation in the domestic energy sector remains tense. The regions are experiencing emergency power outages, that’s why there is often no lightning and no traffic lights on the streets of the settlements and roads. To prevent road accidents, ICF “Assistance to Victims of Road Accidents” and Patrol Police of Ukraine remind you what the signals of traffic controller mean.

According to the Road Traffic Regulations, signals of the traffic controller have priority over signals of the traffic lights and road sign requirements and are mandatory for execution.

Drivers and pedestrians must comply with the additional requirements of traffic controller, even if they contradict signals of the traffic lights, road sign requirements and markings (№ 111 dated February 11, 2013).

 

MOVEMENT IS PROHIBITED IN ALL DIRECTIONS

 

The traffic controller is standing face or has his back to you. His arms are separated, lowered down, or his right arm is bent in front of his chest with the rod (red disk) to the left:

This position is equivalent to a red traffic light (paragraph 8.8 (a) Road Traffic Regulations) and means that movement is prohibited in all directions.

MOVEMENT IS PROHIBITED STRAIGHT AND MOVEMENT TO THE RIGHT IS ALLOWED

 

The traffic controller is standing face to you. His right arm, holding the rod (red disk), is extended forward, that is to you:

This position of the traffic controller means red traffic light with a green arrow to the right (paragraph 8.8 (b) Road Traffic Regulations), thus movement is prohibited straight and movement to the right is allowed.

 

CHANGE OF MOVEMENT ON THE CROSSROAD

 

The arm of the traffic controller with rod is raised up. He stands to you from any side:

This gesture means that traffic is about to change at the crossroad. This position means “Attention!” and a yellow traffic light. Vehicles and pedestrians must leave the crossroad, movement of vehicles is prohibited (paragraph 8.8 (v)).

 

IT IS ALLOWED TO DRIVE IN ANY DIRECTION: TO THE RIGHT, TO THE LEFT, STRAIGHT, AND TURN AROUND

 

The traffic controller stands on his left side to you with his arm extended forward with a rod:

This signal of the traffic controller means green traffic light (paragraph 8.8 (b) Road Traffic Regulations), according to which it is allowed to drive in any direction: to the right, to the left, straight, and turn around.

 

IT IS ALLOWED TO DRIVE STRAIGHT OR TO THE RIGHT, FIRST PASSING PEDESTRIANS

 

If the traffic controller stands on his left side to your car, and his arms are lowered down, stretched out to the sides, or bent and pressed to the chest:

It is allowed to drive straight or to the right, first passing the pedestrians. This signal means green traffic light, but with a left turn prohibition (paragraph 8.8 (a) Road Traffic Regulations). The traffic controller can give other signals that are understandable to drivers and pedestrians.

 

Pedestrians are advised to use reflective elements: vests, bracelets, key chains, and others in the dark and in conditions of low visibility. It is the reflective elements that make pedestrians visible to the drivers. Thus, the distance from which a driver can see a pedestrian wearing a reflective element in the dark is 130 meters. Instead, a driver will see pedestrian dressed in dark clothing only 20 meters away, while a person is dressed in light clothing will be seen 50 meters away.
